About the RTI Act

The Right to Information (RTI) Act, 2005 empowers every citizen of India to request
information from public authorities, thereby promoting transparency, accountability, and
good governance in the functioning of government and government-funded institutions.

Educational institutions, particularly those funded or recognized by the government, fall under
Section 2(h) and Section 4(1)(b) of the RTI Act. They are therefore
obligated to provide requested information unless specifically exempted under Section 8.

The University Grants Commission (UGC) mandates all universities and colleges (funded
or recognized by it) to comply with the provisions of the RTI Act. Institutions must appoint a
Public Information Officer (PIO) to handle all RTI-related queries and applications.

UGC Guidelines on RTI Compliance

• All higher educational institutions recognized by the UGC must display RTI details on their official website.
• A Public Information Officer (PIO) and, if necessary, an Appellate Authority should be designated to address requests.
• Information must be provided within 30 days of receiving the application.
• Institutions should maintain transparency in financial records, admissions, and policy decisions.
